The inauguration began with the performance of puja, the ceremony of gratitude to the great enlightened teachers of the Vedic tradition. The Vedic pandits then recited the Vedic Anthem—the national anthem of the Global Country of World Peace—which includes recitations from Rk Veda, Sama Veda, Yajur-Veda and Atharva Veda. Following the Vedic Anthem, Maharishi began his inaugural address.

Today I have found the day, which all this half a century pursuit of my global movement has been achieving. Today I feel so fulfilled that the target has been achieved. We have been celebrating every year for the last 50 years in the world movement, year after year, a day to sum up, to visualize, to actualize all that has been achieved during the year.

Now today, I have found the day towards which all the days of these 50 years have been proceeding on and on. Today I have performed puja to Guru Dev as usual, in order to feel overwhelmingly fulfilled that the target has been brought to vision.

What was the target? The target of the worldwide movement was to create, in one word, peace perpetual on this beautiful planet.

Opening the World of Unity Consciousness
Throughout the ages, the world has been up and down in waves of problems, in waves of success, in waves of peace, in waves of destruction, throughout the world. History has recorded— and it will continue to record days and nights in the progressive waves of time—that there will be times in the high waves of achievement, less and less problems, more and more freedom, more and more happiness, more and more peace on earth.

I would remind the world that right from the beginning of the movement, 50 years ago, this message has been given, the message of Transcendental Meditation, a perpetual time of Transcendental Consciousness—in the Vedic terminology a time of Parame Vyoman—that world of Unity consciousness.

Right from the first day, we have been telling the people: "Practice Transcendental Meditation, and the day will come when you will be increasingly familiar with that supreme level of evolution of life, which we say in Vedic words—Brahmi Chetana —the world of Unity Consciousness."

Ringing the Bell of Invincibility
I am ringing the Bell of Invincibility today, releasing the hope of a problem-free world. The Vedic pandits have recited this Bell of Invincibility today in the anthem of the world of Unity. An anthem is a song fondly sung by a nation. Now today we heard from the pandits the Vedic Anthem. I was feeling so fulfilled to hear the Vedic Anthem, which defines every fiber of Vedic administration, the administration of a country in Unity Consciousness, the supreme level of achievement.

I wish that every man with even the slightest intelligence on our planet Earth should hear the Vedic Anthem, which is the voice of that golden age, the voice of that time where problems belong to no one, unhappiness belongs to no one, any negativity belongs to no one. What prevails is one word I was enjoying when the Vedic pandits were chanting the Anthem—Dhruvam. Dhruvam means invincible—the invincible power of akasha, of vayu, of agni, of jal and prithivi.* Invincibility is enlivened through this Vedic chanting which we enjoyed today as the Anthem of the Global Country of World Peace.

We have established the Global Country of World Peace, and today as usual in the yearly calendar of our worldwide movement, we are ringing the Bell of Invincibility—Dhruvam, Dhruvam, Dhruvam. I would ask the Vedic pandits to chant again this Vedic Anthem. This Anthem is the voice of time, that time which is the time of Unity Consciousness.

Creating Perpetual Peace on Earth
People have heard thousands of times that there are seven states of consciousness, and today is the time of the fulfillment of my global aspiration to ring the Bell of Invincibility—Dhruvam, Dhruvam, Dhruvam. I’m asking the Vedic pandits to chant again, and chant again, and chant again, because in these Vedic words is the golden light of eternal peace on earth. We have established a country of perpetual peace on earth, a Global Country of World Peace. The character of the country is the character indicated by these words—world peace.

Peace is the basis on which dynamism blossoms. All these values of peace and dynamism, both are lively in the field of the Veda, in the Vedic literature, in the Vedic hymns, in the Vedic mantras, in the Vedic songs, in the Vedic melodies. We have been speaking about all of that for all these years, and now the day has come for me to ring the bell of that invincibility which belongs to the level of the Veda in the Transcendental Field.

The Vedic World Is at the Basis of Life
All fields of science—objective approach or subjective approach, Vedic science or modern science—they have all come to ring the Bell of Invincibility today. Our greatest scientists are here, upholding that platform in which the Constitution of the Universe is being sung today in its original form.

Original form means the reverberation of that invincibility, that immortality, that infinity, which is the real value of life at the basis of all these changing phases of time and space, in the infinite diversity of the universe.

I would like the world to listen to this Vedic Anthem. Within this Vedic Anthem is not only the description of that Vedic world, but the lively intelligence that structures that Vedic world and distinguishes it from other states of consciousness.

Everyone experiences that there is a world of waking state, there is a world of dreaming state—these are different worlds. So far, it has been a time of ignorance for life on earth, dark ages where man would only live waking state of consciousness, dreaming state of consciousness and sleep state of consciousness. Waking, dreaming and sleeping.

Laying Open the Field of Enlightenment
With the grace of Guru Dev, with the grace of the eternal Vedic tradition of knowledge, the great enlightened teachers of the Vedic tradition have preserved this knowledge of Unity Consciousness for all times—for every day and for every night—and according to the Indian calendar, for every character of time. The Indian calendar gives the name of the year, specifies the quality of that name, and specifies the Devatas—the qualities of Creative Intelligence. The world has been living in dark ages without this knowledge.

And today, we are presenting the knowledge to this world of ignorance, we are uncovering the lid of ignorance and laying open the field of enlightenment for the world, where the supreme level of evolution will be a living reality for everyone. A world of enlightenment, a world that is characterized by these single words, and in the innumerable melodies of the Vedic waves of knowledge.

Bringing Purity, Peace and Affluence to Everyone
The world contained in the Yoga Sutras** is a different world from the world which is contained in the Karma Mimansa Sutras—the field of action which belongs to the Transcendental Field of intelligence, where there is all enlightenment.

It’s not a matter of change; it’s a matter of non-changing, infinity, immortality, invincibility, purity, peace, affluence— that world we are opening for every man on earth today. It’s a very great fulfillment for me to say that the climax of the blessings of our Vedic tradition of masters is now at the dawn. And the first ray of dawn puts off the darkness of the night.

During his inaugural address, Maharishi pointed out in clear detail that there are still problems present in our world; there is still darkness and corruption; there are nations who seek to control and destroy other countries to increase their own power and economic advantage. Nor can any nation in the world claim to be truly sovereign in the present atmosphere of political and economic instability.

Yet Maharishi returned time and again to the theme of his great satisfaction in founding the Global Country of World Peace. This achievement now brings fulfillment to Maharishi’s 50 years of raising world consciousness through the precious Vedic knowledge and technologies which allow every individual, and every nation, to live the supreme state of life—Unity Consciousness.

Awakening the Transcendental Reality in Daily Life
People of the world, awake! Today I am declaring the fulfillment of my aspiration to spiritually regenerate the world, and this is when I am advancing a practical administrative skill, that from the governmental level, from the level that regulates life, this supreme level of intelligence will be the reality.

Every country has to take this up if it is going to survive. Otherwise, living in the mirage of sovereignty, the country’s leader will find: "Today I am sovereign, tomorrow I am on the street, and the third day I am in the jail." It is this instability in the world that has alerted us to create a new world.

From where do we bring the new world? The new world already exists, but it has been underground—in the field of Parame Vyoman, the field of Transcendental Consciousness, the field of Self-referral. But in this scientific age, the Self-referral which was a transcendental reality has come to be appreciated as not only transcendental, but Now the measure of power Self-referral in terms of object-referral, in terms of our daily life

Unifying the Individual and Cosmic Reality
People said, "Where is your country?" Put your finger anywhere, and that is the Global Country of World Peace. We have to inform the people to change their concepts. The basic concept has been that the individual is separate, the cosmic is separate. And now, Unity Consciousness unifies the individuality and cosmic reality, puts them together. And this is the level of life worth living.

Global Satellite Network to Create a Better World
Nader Raam and all of his scientists and artists are displaying this beautiful ideal of administration—the principles, the programs and the practice of it. All of this will be made available to the people through the global satellite network that the movement has set up in order to create a better world from the level of the individual consciousness— Unity Consciousness.

I have opened Unity Consciousness right from the beginning of the movement when I started to say "seven states of consciousness" and "Unity Consciousness." After 50 years, now we have a right to display a system which will ideally take everyone to this supremely evolved state of Unity Consciousness. The time is different now— we’ll have administration through knowledge, administration through education.

A New Light of Perfection Dawning
The time of light has come. The dawn, the first ray of the rising sun has dawned, and we have celebrated today. We have declared it to be in the hands of the expert scientists, expert artists, expert administrators, those who have insight into themselves, into their own self-referral identity of Atma —their own Self—and the collective Atma of a nation.

So it’s a very good time for the world, that a new light of perfection is dawning, and we are laying out a perfect system of administration for collectively handling education. One thing is very popular in our movement—administration through education. And I am openly inviting every government to be a member of this family of sovereign nations.

Administration through Education
Now, with the discovery of the Constitution of the Universe and the formation of the different ministries to handle total Natural Law through education, I have declared the first ray of the rising sun to be seen on the horizon. We are going to handle the administration through education; we are going to handle life through education; we are going to handle individual life, collective life and national life through education.

The time is different now. Ring the Bell of Invincibility. This is the day of my satisfaction. I brought the message to individuals, and now I leave the world on the level of enlightenment, with a politics, economics and law that will be totally good for every individual and for every nation.

Celebrating the Vedic Tradition of Masters
We ring the Bell of Invincibility, and our dedication, our devotion, our appreciation and our love go to the tradition of our masters. We are celebrating today the Vedic tradition of masters. We just have been singing "Jai Guru Dev," and we have been achieving step after step, and always higher steps. Now we have reached a level where we have created the plateau of the supreme quality of life in Unity Consciousness.

It is a great day of fulfillment for us, and I leave the world on the level of enlightenment in the very good hands of this great administrator and scientist, Nader Raam, with all his colleagues as the Ministers. It’s a very beautiful time for the world, a new time.

And I would like all of this message to go as a capsule in the words of Professor Bevan Morris, the president of our international universities. He’s a great genius, a very great genius. Listen to these scientists, and make your way worthwhile—to be an enlightened way—to live perfection in life
