With Vedic recitations, speeches and the celebratory ringing of chimes and bells, on March 20th His Holiness Maharishi Mahesh Yogi and leaders of his worldwide movement inaugurated the Land of World Peace. This island - the 600-acre island of Montecristo, located in the Bay of All Saints on the coast of Brazil near the city of Salvador—will be home to the Maharishi World Parliament of World Peace. Government, business, and scientific leaders from all over the world "who are lovers of peace and who desire to produce everywhere that level of consciousness of the individual and society where peace is a natural and spontaneous reality" will be among the members of the Parliament, of which Professor Tony Nader, M.D., Ph.D., will be President.

Maharishi's inaugural address was telecast globally via satellite as part of the first course of Maharishi Open University. Following is the text of the first few minutes of Maharishi’s address.

"It is a great joy for us all on earth that, in the context of our thinking to create Heaven on Earth, this moment has come in which the earth is offering to us a land on which we can create a physical symbol of world peace.

"We are inaugurating today a country of world peace, a country of Cosmic Constitution, Vedic Constitution. For centuries, the world has been missing a country which has the administrative habit of ruling the world on the basis of the total creative potential of the organizing power of Natural Law. The world has long missed the presence of that administration which is actually in force in the structuring dynamics of administration of the whole universe. It is our proud privilege today that, in the infinity of time, this is the moment to ring the bell of peace-world peace, cosmic peace-which is the ground for the infinite dynamism of the universe.

"The very special feature of the administration of the universe is that it is active on the ground of absolute silence. Today, inaugurating world peace on earth, we are inaugurating that aspect of the ever-awake, ever-functioning, and ever-governing intelligence of Natural Law which is at the basis of everything that there is, that there was, and that there will ever be. We are celebrating today that fullness of intelligence which is wide awake as the intelligence of every grain of creation and, at the same time, is fully wide awake in the total cosmic intelligence which governs the unbounded extension of the universe with perfect order. We are celebrating today that peace which is the ground of the perfect, orderly dynamism in the whole universe.

"In today's celebration it is our great, proud privilege to be on a level of perfection, on the level of all possibilities, where total silence is available to us on the ground of total dynamism. It is a very fine level of intelligence. Anoraniyan Mahato-mahiyan* is the expression, an expression that lays open the quality of that intelligence which is the field of all possibilities, infinite dynamism on the ground of perpetual peace. That is what we are inaugurating today for all mankind for all time in the future.

"It is a very great, unbounded happiness that is bubbling in us, in our speech, in our feelings, that, after a long time, that long-awaited moment has come for mankind which is going to promote and propel the administration of the world, the administration of all the nations of our world, on that level of intelligence which is infinitely silent and infinitely dynamic. Silence and dynamism of unbounded quantity and quality will be there to guide the destiny of mankind in every generation.
