On July 9, 1998, Guru Purnima, the special day that honors the tradition of Vedic Masters, at the international capital of Maharishi’s Global Administration through Natural Law in Vlodrop, Holland, Maharishi spoke by satellite telecast and Internet connection to millions of people throughout the world to inaugurate Maharishi Open University. The following are highlights from Maharishi’s inaugural address.

"Guru Dev and the tradition of Vedic Masters have blessed us with complete knowledge, whereby it is possible now for perfection to float in the life of every individual and in the life of every nation on earth. Now, with their continuous blessings on us all, the fortune of human life on earth is the fortune of Heaven.

"It is our great privilege, our enjoyable responsibility now, to create Heaven on Earth. The knowledge is complete enough for every individual and every nation to enjoy Heaven on Earth. The knowledge is sufficient for mankind to rise above problems and suffering and create a new level of perfection in the daily life of every nation.

"This brings a call to every nation to enjoy the waves of bliss from this Vedic wisdom of life, which has at its basis complete knowledge of Natural Law and knowledge of all the laws of nature separately. In this scientific age, when discoveries in the finer values of material creation and in the finer values of the principles—the administrative intelligence of Natural Law—are so very lively, it is not necessary for anyone to continue on the road of problems and suffering. This is the declaration that comes from the blessings of Guru Dev today. We have our life rising in perfection, and we can radiate the perfection that comes to us from the tradition of Vedic Masters.

"It is a very great joy for me to be inaugurating the Open University. The Open University will unlock the inner treasury of knowledge that is there in the consciousness of everyone. We have the science and technology of consciousness. We are proud to have it, and we are ready to distribute it to the world as we have been doing for the last 40 years. Now we are on the peak, like the tree that was growing and growing and growing and now has big, big fruits. We want to distribute the fruits in the market everywhere, and I am very happy to have the people of 60 to 70 countries with me watching this inauguration by satellite.

"The main thing is that the knowledge is complete. This is not any more the quest for knowledge, but it is the fulfillment of knowledge and its organizing power. And this knowledge is precious. With the proper training of the people we can create Heaven on Earth in every country.

"Today, with the discovery that within every brain physiology are tremendous powers, the world today is different than the world of yesterday. All those powers that are administering the individual life are those powers which together are administering the whole universe. That higher power can be enlivened in the brains of people in every nation, and this will free the life of every country from suffering, problems, and failures. Just free it and free it and free it. For this, we have the Open University. It will open the treasures of bliss, happiness, and energy that are there inside of everyone."
